FCS1364:2019 – UK CODE OF PRACTICE
FCS1364:2019Ā© replaces the Energy Institute document āRecommendations for Radio Communication Equipment and Itsā Installation in Petroleum Road Tankersā 2nd Edition, November 2004.
It has been produced by the FCS (Federation of Communication Services) Installer Group in conjunction with the Energy Institute and the Safe Loading Pass Scheme (SLPS).
This document encompasses ADR āFLā and āATā and old-UK tank vehicles intended for the carriage of dangerous goods by road in a fixed or demountable tank with a capacity exceeding 1m3, including:
‘FL’ Vehicle:
liquids having a flash-point of not more than 60Ā°C (with the exception of diesel fuel complying with standard EN 590:2009 + A1:2010, gas oil, and heating oil (light) – UN No. 1202 – with a flash-point as specified in standard EN 590:2009 + A1:2010), or;
flammable gases, or;
battery-vehicle intended for the carriage of flammable gases, or;
hydrogen peroxide, stabilized or hydrogen peroxide, aqueous solution stabilized with more than 60% hydrogen peroxide (Class 5.1, UN No. 2015).
‘AT’ Vehicle:
a vehicle other than a āFLā vehicle.
In addition, this publication will refer, (where applicable), to the requirements of the Energy Institute ā Petroleum Road Tanker Design and Construction 4th Edition upon which the Safe Loading Pass Scheme inspection manual is based, in particular the electrical systems section relating to electrical equipment located internal and external to cab. These additional requirements will apply to ADR āFLā and āATā Class 2 (gas) and Class 3 (petroleum) tankers loading, or any vehicle operating, at an SLPS participating terminal.
Itsā purpose is to provide specific installation guidance to ensure a safe installation and should be used in conjunction with FCS1362 (UK Code of Practice for the installation of mobile radio and related ancillary equipment in land-based vehicles).
Following this guidance document should ensure that wireless and/or other equipment installed, will not provide a source of ignition, under normal or fault condition, during all road tanker operations.
Although it is anticipated that by following the recommendations in this Appendix, the risk will be reduced, FCS does not accept any responsibility, of whatever kind, for damage or alleged damage arising or otherwise occurring in or about premises, areas or vehicles to which these recommendations have been applied.
